The Canadian Coast Guard's headquarters, on the St. Lawrence River, houses administrative offices, technical and heavy industrial shops, and central stores for ships' supplies and materials. It incorporates the latest technology in energy conservation, and fire and safety systems. The large entrance lobby has an area for displays of models of ships, Coast Guard artefacts, and other memorabilia. The original lighthouse beacon, consisting of crystal lenses and brass trim - a striking link with the base's past, was saved from the previous building and is also displayed as part of the lobby exhibits.

The Complex was built in two phases. The first phase, consisted of the construction of an 865 square-metre maintenance and storage building, which includes general stores, fleet stores, and flammable stores. Alterations to the existing helicopter hangar were also part of the first phase. The second phase, included the construction of an electronic, navigation equipment, testing laboratory; machine shops with a travelling crane; storage areas; docking facilities for the Canadian Coast Guard; a helicopter landing pad; and administrative offices for Transport Canada.
